If you have been awarded a construction project and the client has asked you to provide a Safety File, you may be wondering where to start.

The best approach is not to download a generic template and start filling in pages.

A Safety File should be developed around the specific project, client requirements, work activities and risks.

For construction work, Construction Regulation 7 requires the principal contractor to provide a suitable, sufficiently documented and coherent site-specific health and safety plan based on the client's health and safety specifications. The principal contractor must also open and keep a health and safety file on site containing the documentation required by the Act and Regulations.

Here is a practical step-by-step process.

Step 1: Obtain the Client's Health and Safety Specification

Start with the client.

Ask for the project's health and safety specification and read it carefully.

Do not start compiling the file until you understand what the client requires.

Look for:

  • Required appointments
  • Required training
  • Required registers
  • Risk assessment requirements
  • Audit requirements
  • Site induction requirements
  • Contractor requirements
  • Submission procedures
  • Additional policies or procedures

The client specification forms an important foundation for the principal contractor's health and safety plan.

Step 2: Understand the Scope of Work

  • Updated risk assessments
  • New equipment documentation
  • Contractor records

A file that was complete on day one can become incomplete later if it is not maintained.

Common Mistake: Treating a Template as the Safety File

A Safety File template can be useful.
